II. Introduction of Guest Speaker
Carol Goldstein introduced the Frederick City Chief of Police, Kim Dine, as the guest speaker for the evening. Lieutenant Clark Pennington was also introduced to the audience.  Carol cited the following accomplishments of Chief Dine during his tenure as Chief of Police for Frederick City:
1. Reduced crime and created and implemented effective crime fighting and community policing strategies
2. Built partnerships across the City through strong community policing efforts
3. Improved technology and customer service
4. Acquired grants to maximize resources

Chief Dine stated that any successes that have occurred are a result of the foundation of a policing strategy that stresses responsiveness to people in the community.  The major vehicle for this strategy is the Neighborhood Advisory Councils (NAC) which identifies problems and concerns.  He indicated that the Worman’s Mill sector in the NAC Four (which also includes the Highlands and the Dearbought Communities) is very quiet in terms of problems.

Chief Dine stated that there has been a strong focus on technology in his department with the following initiatives:
1. A Frederick City Police Web-Site (citizens can sign up for press releases from this web-site)
2. Emergency Notifications to the  Community (an other feature of this web-site)
