President Carol Goldstein introduced the Honorable Galen Clagett, State Delegate, to the membership.  Delegate Clagett explained that his major role has been with the Appropriations Committee in the State General Assembly.  He stated that our governor’s position in Maryland has the strongest role for budget development in the United States of America.  He continued explaining that sixty percent of Maryland’s state budget is program mandated and required by law.  This fact limits any flexibility in budget cutting.  The remaining forty percent of the budget will be distributed to the local counties.  Each year Maryland state law requires a balanced budget.  The concern for next fiscal year is a one billion dollar structural deficit based on the loss of revenues in this current economy of recession.

Delegate Clagett added that the State has decided to bond several projects (such as the medevac helicopters) instead of using the pay-go approach to funding.  He also stated that Maryland is positioned to survive and recover from this recession economy better than California because of the following facts:                                                                           More
